SECTION 00 11 13 – ADVERTISEMENT FOR BIDS
Sealed bids for the Wind Creek State Park – Water System Improvements (State Park Project
#2023-027-53WS) will be received from Contractors by the Alabama Department of Conservation and
Natural Resources – State Parks Division (Owner) at the DCNR’s Office, 64 Union St, Suite 538,
Montgomery, AL 36130 until 2:00 P.M., the prevailing time, on Wednesday, July 12, 2023. The bids
shall be publicly opened and read on Thursday, July 13, 2023, at 2:00 P.M. in the DCNR’s Office. All
plan holders will receive a link for a livestream video – presence is not required. Sealed bids submitted
prior to the bid opening should be clearly marked on the outside of the envelope and sent to the DCNR’s
Office Attn: Dennis Grooms, 64 N Union St, Suite 523, Montgomery, AL 36130.
In general, the project includes, but is not limited to: replacement of existing water valves,
installation of new water valves, and installation of hydrant relief valves.
Bid documents (plans, specifications, proposal forms, and other contract documents) may be
examined at the office of Engineers of the South, 208 Oak Mountain Circle, Pelham, AL 35124 (205)

Proposals shall be accompanied by a bid bond, a cashier’s check, or certified check in an amount not
less than five percent (5%) of the total bid price or $10,000 payable without recourse to the Alabama
Department of Conservation and Natural Resources – State Parks Division. Check or bid bond shall be
provided as a guarantee that the Bidder will enter into a contract and execute performance and payment
bonds within fourteen (14) days after notice of award of Contract to him. The successful bidder shall
furnish performance and payment bonds upon the forms provided for one hundred percent (100%) of the
contract price. Performance and Payment Bonds shall be from an approved surety company holding a
permit from the State of Alabama to act as surety.
This project is considered a “Public Works” project and is governed by competitive bid laws as
contained in Title 39 (1997) of the Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents
should be familiar with this code. The attention of all Bidders is called to the provisions of State law
governing “General Contractor”, as set forth in ALA.CODE 34-8-1, et seq. (1975), and rules and regulations
promulgated pursuant thereto.
The Owner reserves the right to reject any or all bids, to waive irregularities in the bids and
bidding deemed to be in the best interests of the Owner, and to reject non-conforming, non-responsive, or
conditional bids. No Bidder may withdraw his bid within sixty days from the date set for receiving the
bids. A MANDATORY Pre-Bid Conference for this Project is scheduled for 10:00 a.m., Thursday, July
6, 2023, at the Wind Creek State Park Club House, 4325 Alabama Hwy, Alexander City, Alabama 35010.
