Town of Cottonwood-Professional Architectural Services

REQUESTS FOR QUALIFICATIONS FOR ARCHITECTURAL SERVICES

The Town of Cottonwood is requesting proposals from qualified architects and architectural firms to provide professional architectural services for a Community Development Block Grant Urgent Need project to construct a new fire station.

The scope and services desired shall include, but not necessarily be limited to the following:

CDBG Application Phase:

1. Preliminary Architectural services including Cost Estimates, Preliminary Design and Drawings for CDBG application;

CDBG Post-Application Phase, if applicable:

1. Project Design and Specifications including Bid Alternates;

2. Preparation of Bid Documents, Bid Advertisements, and Bid Evaluation;

3. Conduct Pre-Bid and Preconstruction Meetings; and

4. Observation during construction work to completion to possibly include preparing change orders and/or amendment paperwork, if applicable.

Proposals will be evaluated on the basic written materials provided. The architect or architectural firm will be selected on a 50- point rating system. Selection criteria will be based, but not necessarily limited to the following:

1. Past experience of firm related to projects involving CDBG funds;

2. Reputation for personal and professional integrity and competence;

3. Professional background and caliber of personnel to be assigned to this project;

4. Understanding and familiarity with existing community needs of the locality; and

5. Capability to meet schedules and deadlines.

Proposals are being requested in accordance with Common Rule. Each proposal will be rated according to the aforementioned selection criteria.

Proposals will be received at the Southeast Alabama Regional Planning and Development Commission office located at 462 North Oates Street, 4th Floor, Dothan, AL 36302 or P.O. Box 1406, Dothan, AL 36302 Attn: Emily VanScyoc on or before 2:00 p.m. central time, March 21, 2024. All professional architects or architectural firms who consider themselves qualified for this work are invited to submit a proposal. The Town reserves the right to reject any and all proposals and to waive any informalities or irregularities in the proposal process.
