1.2 ANNOUNCEMENT

A. All bidders are invited to submit a Bid under sealed envelope to West Morgan – East Lawrence Water and Sewer Authority for the installation of the new clarifier and filter, and all associated appurtenances. Owner will receive Bids at the Board Office, located at 2547 Kirby Bridge Road, Decatur, Alabama, 35603, until 2:00 P.M. local standard time on the 10th day of December, 2026, at which time and place the Bids will be publicly opened and read aloud. Bids not received by the indicated time will not be opened.

B. Bid Documents can be obtained by General Contractors, Bidders, and others at no cost at www.insiteengineering.org.

C. Bidders will be required to provide Bid security according to the requirements in Bid Document Instruction to Bidders.

D. Other Bidding requirements are described in Bid Document Instructions to Bidders.

E. Submit your Bid on the Bid Form provided. Bidders are required to complete all sections and requirements as stated with the Contract Documents.

F. Bids will be required to be submitted under a condition of irrevocability for a period of no less than 60 days after submission.

G. A mandatory Pre-Bid Meeting will be held at 2:00 P.M. local standard time on the 3rd day of December, 2026 at the Plant location, located at 2001 Cooperage Way, Trinity, Alabama, 35673. Each bidder will be able to view the construction area immediately after the Pre-Bid meeting.

H. Owner reserves the right to waive irregularities and to accept or reject any or all Bids.
