PUBLIC NOTICE/SOLICITATION

REQUEST FOR STATEMENT OF QUALIFICATIONS (RFQ)

FOR

GENERAL ENGINEERING RELATED SERVICES

INTRODUCTION:

The local government listed above, and herein and hereafter, referred to as the Owner, is soliciting Statements of Qualifications from Alabama licensed architectural and engineering firms to provide turnkey professional services as required to provide study/analysis of, and/or implement of owner’s public facility and/or infrastructure construction related projects funded by various state and/or federal agency grants.

The Owner proposes to select by this solicitation, a Project Architect/Engineer (A&E) for use on any projects, based/dependent on current, or future grant application funding for a period of three years subsequent to their selection as the owner’s A&E service provider based on this RFQ.

The possible state and federal granting agencies to be worked with include, but are not limited to:

· State of Alabama/ADECA HUD CDBG, LWCF and other Programs,

· Alabama Department of Transportation (ALDOT)

· Alabama Department of Environmental Management (ADEM)

· The Appalachian Regional Commission (ARC),

· The Environmental Protection Agency (EPA),

· The Economic Development Administration (EDA), and,

· The Various Programs of the U. S. Department of Agriculture (USDA)

Possible Project activities include, but are not limited to:

· Water and wastewater related infrastructure feasibility studies, and construction projects

· Design and construction of outdoor recreational/sports and related support activities

· Road, street and drainage related construction projects

· Design and construction of public buildings related projects such as senior centers, fire stations, storm shelters, and community safe-rooms.

SCOPE OF SERVICES:

Project Construction Support:

The selected firm shall serve as the Project Architect/Engineer for said Project(s). As such it shall provide any professional related services needed to:

· Provide Project needs analysis, feasibility and cost effectiveness studies of public water, sewer and drainage infrastructure needs.

· Design, bid, contract and provide supervision and inspection and other activities required, through completion, of Owner’s Application/Grant defined projects. Said Project service shall include:

1. Preparing documentation for any required real-property acquisitions/Easements

2. Defining and obtaining all necessary permits

3. Secure grantor and/or other regulatory required approval of plans prior to bidding;

4. Hold any required pre-bid project meetings;

5. Solicit, and evaluate bids and recommend a contractor based on said bids,

6. Secure any grantor required approval of final bid/contractor;

7. Provide in-process construction management,

8. Provide construction observation/inspections through final warranted Inspection, and

9. Any other A&E required actions necessary to ensure full, satisfactory, and timely

execution of said project.

The selected firm shall also assist the Owner, through its contractor payment certification authority, to ensure full compliance of construction activities with applicable Federal and State regulations, including, but not limited to, if grant required, compliance with the Davis-Bacon Act, and any state project requirements such as adherence to E-Verify, and the Beason-Hammons Act
