ADVERTISEMENT FOR BIDS
Sealed bids for the construction of STREET & DRAINAGE IMPROVEMENTS, CDBG PROJECT: LR-CM-PF-22-
004 will be received un�l 10:00 a.m.; Thursday; November 9, 2023, and then at said loca�on publicly
opened and read aloud.
The work for the Street & Drainage Improvements, CDBG Project LR-CM-PF-22-004 generally consists of
the following: 1,100 linear feet of 24 drainage pipe, 300 linear feet of 18 drainage pipe, 1,500 linear feet
of concrete curb and guter, 365 tons of asphalt and miscellaneous appurtenances.
Plans and Specifica�ons may be examined at the Jackson City Hall; 400 Commerce Street; Jackson,
Alabama.
A Pre-Bid Conference will be held at the City Hall on Thursday, November 2, 2023, at 10:00 a.m. for
STREET & DRAINAGE IMPROVEMENTS, CDBG PROJECT: LR-CM-PF-22-004. All prospec�ve Bidders are
encouraged to atend.
To be eligible for considera�on, bids must be submited on complete proposals made available by the
Owner. Complete digital project bidding documents are available upon an online payment of a nonrefundable fee of $40.00 by visi�ng our website – www.southernengineeringsolu�ons.com and clicking
the Currently Bidding link at the top of the page. A free one-�me membership registra�on with Quest
CDN will be required. Please contact questcdn.com at 952-233-1632 or info@questcdn.com if you
require assistance in registra�on, downloading, or working with this digital project informa�on. Op�onal
complete paper bid documents are available at Southern Engineering Solu�ons, Inc.; P O Box 610; 201
East Troy Street; Andalusia, Alabama 36420, upon payment of a refundable (if plans are returned in
reusable condi�on within 10 days of bid opening) deposit of $80.00. Bid documents will be mailed only
upon receipt of deposit. If paper op�on is chosen, checks shall be made payable to Southern Engineering
Solu�ons, Inc. No paper bid documents will be distributed later than 48 hours prior to the scheduled
opening of bids.
All bids shall be submited in the Contract Specifica�on book issued by the Engineer. Bids not submited
in the Contract Specifica�on Book will not be opened. All Bids must be submited in a sealed envelope
bearing on the outside the name of the Bidder, Bidders license number, address and name of the
project. Envelopes containing bids must be addressed as follows, and delivered to City Clerk, City of
Jackson; 400 Commerce Street; P O Box 1096; Jackson, AL 36545; STREET AND DRAINAGE
IMPROVEMENTS, CDBG PROJECT: LR-CM-PF-22-004.
All nonresident contractors preparing bids shall submit with the bid documents evidence of a current
Alabama General Contractors License, evidence (with original seal of the State of Alabama) of proper
registra�on with the Alabama Secretary of State as a foreign corpora�on, and a Cer�ficate of Good
Standing of a Foreign Corpora�on from the State of Alabama Department of Revenue. Bids submited by
a nonresident contractor without these documents included will be rejected.
The Owner reserves the right to reject any or all bids and to waive any informali�es, or to reject any or
all bids, and to award the contract to the lowest, responsible, responsive bidder. All bidders must comply
with requirements of the Contractors Licensing law of the State of Alabama and be cer�fied for the type
of work on which the proposal is submited. Each bidder must deposit with his bid, security in the
amount, form and subject to the condi�ons provided in the Informa�on for Bidders. The successful
bidder will be required to submit 100% performance and payment bonds.
All bidders must comply with the Presidents Execu�ve Order Number 11246 which prohibits
discrimina�on in employment regarding race, creed, color, sex or na�onal origin. All bidders must
comply with �tle VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the An�-Kickback Act and the
Contract Workhours Act.
Guarantee will be required with each bid for at least 5% of the amount of the bid filed in the form of a
cer�fied check, Bid Bond, or irrevocable Leter of Credit acceptable to the owner payable to the City of
Jackson, Alabama. Bid Bonds shall include cer�fica�on that the bonding company is listed in Circular 570
of the U.S. Treasury Department. The name, address, telephone number, and contact person for the
bonding company shall also be included.
The aten�on of bidders is par�cularly called to the requirements as to condi�ons of employment to be
observed and minimum wage rates to be paid under the Contract, Sec�on 3, Segregated Facili�es,
Sec�on 109 and E.O. 11246. This project is financed in part by CDBG Grant No. LR-CM-PF-22-004.
No bidder may withdraw his bid within 60 days a�er the actual date of the opening thereof.
