SCOPE OF WORK
Trail Construction consists of constructing approximately 4 miles of new trails across 161 acres
of newly acquired property, including grading, trail shaping, drainage features, and trail signage
installation.
PLANS AND SPECIFICATIONS
Complete plans and specifications for the improvements are on file and available for
examination at the Office of the Chilton County Commission, 500 2nd Avenue North, Room
216, Clanton, Alabama 35045. Copies of the bid documents may be obtained by submitting a
written request via email to [email protected]. The subject line should read: “Bid
Request – Minooka Trail Improvements 2025.”
BID DELIVERY AND OPENING
Sealed bids will be received until 2:00 p.m. on December 8, 2025, at the Chilton County
Commission Office, 500 2nd Avenue North, Room 216, Clanton, Alabama 35045. Bids will be
publicly opened and read aloud at the same location immediately thereafter.
PREQUALIFICATION
Prequalification is not required for this project. However, bidders must provide proof of an
active SAM.gov registration, a bid bond, and—if the bid equals or exceeds $100,000—proof of
a valid Alabama General Contractor’s License. All written prequalification-related information
and bidder requirements are available in the bid documents on file at the Commission office
and may be reviewed during normal business hours. The Chilton County Commission reserves
the right to reject any or all bids and to waive informalities.

1. SCOPE OF WORK
The work shall generally consist of construction of 4 miles of new trails across 161 acres of
newly acquired property.
2. BID DEADLINE AND OPENING
Bids must be received NO LATER THAN 2:00 p.m. on Monday, December 8, 2025, at the
Chilton County Commission Office, 500 2nd Avenue North, Room 216, Clanton, AL 35045.
Bids will be opened on the same day at 2:05 p.m. in the Commission Chambers.
3. GENERAL REQUIREMENTS FOR BID SUBMISSION
• All bids must be enclosed in a sealed envelope, clearly identified on the outside as
“Sealed Bid” with bid name, bidder’s name, address and number. *
• Sealed bids must be submitted on proposal form attached to this document.
• All bidders must demonstrate an active registration with Sam.gov.
• All bidders must include a bid bond for 10% of the project cost, not to exceed $10,000.
• For bids equal to or in excess of $100,000, the bidder must include proof of General
Contractors License in sealed bid. (Bids under $100,000 will not be required to have
General Contractors License.)
• All bidders must be fully licensed to perform all work in the State of Alabama and Chilton
County. Proof must be included.
• Chilton County Commission (the County) is required to comply with the provisions of the
new Alabama Immigration Law (the Act). Compliance requirements for the County in
Alabama became effective January 1, 2012. The requirements flow down to all
contractors, vendors, and grantees doing business with the County and employing one or
more employees in Alabama. If you wish to become a new vendor of the County or if you
wish to continue to do business with the County or receive funds from the County, you
must submit proof of E-Verify or sign the attached form for Section 9(a) and (b) BeasonHammon Alabama Tax Payer and Citizen Protection Act; Code of Alabama; Sections 31-
13-9(a) and (b).
• All bidders should provide two references from previous clients where they provided a
similar service. Provide a business name, if applicable, a contact name, and phone
number.
* If bid is equal to or exceeds $100,000, the bidder should include their General Contractors
number on the outside of the sealed bid.
