SPECIAL INSPECTIONS
PART 1 – GENERAL
1.01 GENERAL REQUIREMENTS
The Contractor will be responsible for hiring an independent Special Inspector to execute the Special
Inspection program. Notify the Owner’s Representative prior to scheduled Special Inspections and
Chapter 17 of ICC IBC. The Statement of Special Inspections has been prepared by the Owner’s
Representative and the Schedule of Special Inspections is included at the end of this specification.
Special Inspections are to be performed by an independent third party and are intended to ensure that
the work of the prime contractor is in accordance with the Contract Documents and applicable building
codes. Special inspections do not take the place of the Contractor’s Quality Control testing services
that are required for material submittals, such as aggregate tests, concrete mix testing, pile installation,
welding, testing of controlled fill materials, etc.

1.04 DEFINITIONS
A. Special Inspector (SI)
1. The Contractor shall engage an independent third-party Special Inspector (SI) to perform
inspections required by IBC Section 1704 and other applicable codes.
2. The SI must be certified and accredited per ASTM E329 or equivalent standards.
3. The SI shall operate as an independent third party and must not be an employee or
subcontractor of the Contractor.
4. The SI shall report directly to the Owner and/or Structural Engineer of Record (SER) for
the duration of the project. The Owner and/or SER shall have full authority to direct and
oversee the SI’s inspections and findings.
5. The Owner and/or SER reserves the right to review, approve, and direct any actions or
findings of the SI. The SI shall not take any action without the prior approval of the Owner
and/or SER.

B. Associate Special Inspector (ASI)
1. A qualified person who assists the SI in performing Special Inspections but must perform
inspection under the direct supervision of the SI and cannot perform inspections without
the SI on site.
C. Structural Engineer of Record (SER)
1. A registered design professional contracted by the Owner as an A/E responsible for the
overall design and review of submittal documents prepared by others. The SER is
registered or licensed to practice their respective design professional as defined by the
statutory requirements of the professional registration laws in the state in which the
design professional works. The SER is also referred to as the Engineer of Record (EOR)
in design code documents.
D. Cost of Special Inspections
1. The Contractor shall be responsible for all costs related to the SI’s services, including
inspection reports, testing, and documentation.
2. Payment for Special Inspections is a part of the Contractor’s scope of work, but the
Owner and/or SER shall retain control over the approval and oversight of all inspections
and testing results.
E. Third Party
1. The SI shall not be an employee or affiliated with the Contractor or any subcontractor.
2. The SI must operate independently, ensuring unbiased inspection of the work.
3. The SI shall report directly to the Owner and/or EOR and will follow the directions and
instructions of the Owner and/or EOR without any oversight or intervention from the
Contractor.
F. Special Inspector of Record (SIOR)
1. A licensed engineer in responsible charge of supervision of all special inspectors for the
project. The SIOR must be an independent third-party entity hired directly by the
Contractor.
G. Quality Control (QC) Manager
1. An individual retained by the Prime Contractor and qualified in accordance with the
Section 01 45 10 “Quality Control” having the overall responsibility for the contractor’s
QC organization.
H. Statement of Special Inspections
1. A document developed by the SER identifying the material, systems, components and
work required to have Special Inspections. This statement should be at the end of this
specification.
I. Schedule of Special Inspections (SSI)
1. A schedule which lists each of the required Special Inspections, the extent to which each
Special Inspection is to be performed, and the required frequency for each in accordance
with ICC IBC Chapter 17. This schedule should be at the end of this specification.
